The Olmsted-planned garden city

Palos Verdes Estates was built as a garden city. Frank A. Vanderlip Sr. assembled about 16,000 peninsula acres in 1913 and hired the Olmsted Brothers, the firm led by Frederick Law Olmsted Jr., who laid out the community in the 1920s.

The city incorporated on December 20, 1939, and its 2020 population was 13,347. Roughly 800 of its 3,225 acres are deeded to the Homes Association as parks, and about four and a half miles of coastline edge the city. Its districts include Malaga Cove, Lunada Bay, Valmonte, Margate, and Montemalaga.

The Homes Association and its Art Jury

The century-old Palos Verdes Homes Association oversees architectural quality through its Art Jury, a design-review board rooted in the original 1920s subdivision and its recorded covenants.

Most exterior fence, wall, and gate work needs Art Jury sign-off as well as City Municipal Code compliance, and the two are separate steps that come before construction. Confirm what your project needs with the City Planning Department and the Homes Association Art Jury before you build.

Fence heights and coastal rules on your lot

Height limits come from the city’s own code. Under Chapter 18.32, a fence or wall reaches about 3 feet 6 inches in the required street setback and up to 6 feet 6 inches elsewhere, with a special permit needed to go higher, up to 8 feet in certain cases.

Palos Verdes Estates is its own incorporated city, not Rancho Palos Verdes and not the City of Los Angeles, so limits for those places do not apply here. The whole city also sits in the California Coastal Zone under a certified Local Coastal Program.

On shoreline and bluff parcels around Bluff Cove, Lunada Bay, and Malaga Cove, a fence can count as development that needs a Coastal Development Permit, and Chapter 18.04 requires a geologic report and city findings for a solid fence within about 50 feet of a bluff edge.
