From Old Torrance to the Hollywood Riviera
Torrance is a Los Angeles County city in the South Bay, incorporated in 1921 as a planned model city. Its downtown, Old Torrance, was laid out in 1912 by Frederick Law Olmsted Jr. and Irving Gill on a diagonal grid meant to catch the ocean breeze, and that original core still anchors the city today.
To the southwest, the Hollywood Riviera climbs a coastal hillside of ocean-view homes above Torrance Beach and Riviera Village, where the shoreline sits on Santa Monica Bay between Redondo Beach and Malaga Cove.
Most of Torrance, though, is flatland: the tract neighborhoods of Southwood, Walteria, and North and West Torrance, where yards are typically level and lots are regular. With roughly 140,000 residents, it ranks among the larger cities in the county, and its climate is mild and Mediterranean, marked by the June-Gloom marine layer that greys over many summer mornings.

Do Torrance’s fence rules affect your project?
Torrance is its own incorporated city, so it runs its own fence code rather than the county’s or the City of LA’s. Under the Torrance Municipal Code, a building permit is required for a fence or wall taller than 6 feet, and hedges are held to 4 feet. Retaining walls over 4 feet need a permit as well, and a pool barrier has to stand at least 5 feet under California’s pool-safety law.
In the Hollywood Riviera, the Hillside Overlay Zone adds view-preservation rules that can affect how tall a fence, hedge, or structure may be, so a hillside lot often carries limits a flatland lot does not.
On a shared boundary, California’s Good Neighbor Fence Act (Civil Code 841) presumes adjoining owners split the cost of a division fence and asks for 30 days’ written notice first. Because the specifics turn on your zone and lot, confirm your project with the City of Torrance Community Development Department before you build.

The new fence line runs alongside the existing paver walkway, following the soil strip next to it, and ties into an opening in the property’s masonry. With the side boundary now closed off to full height, that edge of the yard is no longer open to view.

Sierra Blend Side Yard Fence
This Torrance property has a narrow side yard that had been closed off by an aging wood fence and matching gates. Our crew took down the old wood fence and gates and put up a Sierra Blend vinyl privacy fence with a new matching gate in their place.
The new fence line follows the existing low masonry border and runs alongside the concrete passage through the side yard. The gate matches the fence in the same Sierra Blend color, carrying the line from the masonry border straight through to the vinyl panels.
Great work They took great care of us until the job was finished, they followed through with us to make sure we were happy with the work.

This Torrance property had an old white wood gate and a chain-link double gate marking the yard. Our crew installed white horizontal vinyl picket fencing along with matching gates in their place.

White Picket Fence, Torrance
This job installed a white vinyl fence at a property in Torrance, finished in late May 2026. The style is close vertical picket, a picket profile with the boards set close together instead of spaced apart in the usual open picket pattern.
The tighter spacing gives the fence a more solid, continuous line while still keeping the picket shape across the top edge of each board. Finished in white, the fence sits as a clean, consistent run along the property, carrying the classic picket look with far less gap between boards than an open picket fence would leave.
We recently had a vinyl fence railing installed, and it came out great! The quality of the work exceeded our expectations, and the finished product looks clean, sturdy, and beautiful.
